The Utah NASPO state contract agreement restricts standalone software products with Apple. This prevents us from purchasing the Pro Bundle separate from being preloaded on a machine. So to get the educational pricing for the FinalCut the Apple Pro bundle for education it must be purchased with a computer. This is a savings of 2/3 the Cost.
Below is the process for conversion to manage distribution inside of Apple School Manager and our Linked MDM JAMF. This is an edit of the instructions that I got from Apple after multiple emails. 
Please be advised that once the codes are redeemed or the apps are accepted we can no longer exchange them for managed licenses. I.e. if someone signs into a machine with Apple account, the licenses will get assigned to that individual and we will not be able to manage them as institution. So this process must occur before giving the computer to the user.

Exchange Pro Apps Bundle for Education bundled with a hardware sale. So the Software can be assigned to the user through Apple School Manager to our default Location: Salt Lake Community College and Default MDM Server Assignment slcc.jamfcloud.com.

Which will Auto assign to MDM Server Assignment: slcc.jamfcloud.com on Salt Lake Community College’s Apple School Manager our Organization ID is 372998
                        (We have another Location that’s called SLCC Test location. I have never used it.)
  *  Apple Sales Order Number for the purchase
            We must get this from the bookstore this is Apple’s Sales Order Number to Follet.
  *   A spreadsheet or PDF with all the Pro App redeemable content codes you would like converted to managed distribution.

  •    A spreadsheet or PDF with all the serial numbers of Macs with the Pro Apps pre-installed. 
            This is an edit of the instructions that I got from them after multiple emails because the original text had you looking for serial numbers to the pro apps versus the computer that the Pro Apps were pre-installed on.
